School Law Group
Capehart & Scatchard, P.A., founded in 1876, is one of the most established law firms in New Jersey. Within that heritage, we have represented New Jersey school districts since 1968. We have continued to maintain our strong presence in the school law area over the last 31 years in the capacity as both labor counsel and solicitor for many New Jersey school districts.
We take an active role in state and national programs sponsored by various professional educational associations, including the New Jersey School Boards Association, the New Jersey School Business Officials Association, the National School Boards Association, and the New Jersey League of Municipalities. Our commitment to continuing legal education in the school law area also includes speaking engagements in a variety of settings. On numerous occasions, we have been asked to give in-service educational programs to school districts and other education groups. These presentations have focused on the following topics:
- Parliamentary Procedures

- Special Education & Section 504

Finally, regarding general school law matters, our library contains decisions reported in the New Jersey School Law Decisions, the New Jersey Administrative Reporter, and the Individuals with Disabilities Education Law Reporter. As members of the National School Boards Association, we receive and read a host of national publications dealing with issues common to school boards across the country. With respect to school labor matters, our library contains all decisions by PERC, as well as national arbitration reporters and other publications dealing with school board issues. Additionally, the Firm subscribes to reports containing state and federal statutory, regulatory and common law, including statutes, regulations and decisions relating to education matters.
